I suggest making decoy blocks work like type-specific ECM scramblers, which is how similar real world countermeasures work. If you have an IR decoy it will create a 'bloom' on IR detection/tracking equipment, causing your craft to appear much larger than it actually is, making it more easily detected but more difficult to accurately engage if the target is depending heavily on IR detection/tracking equipment.
At the moment decoy blocks are meant to draw missiles/torpedoes (depending on their detection system) toward themselves all while consuming large amounts of power and making your craft stick out like a sore thumb. In practice, they rarely accomplish this to any appreciable degree even at max power, which causes these potentially very useful utilities to go widely unused.
