I've an idea that shields should be reworked to an interior multiblock generator that projectors can be hooked into using wireless channels, similar to AI, or through power conduits that must be wired through the ship.
These shield generators should only be capable of being set to one shield type at a time, necessitating multiple if more than one shield type is wanted.
Many people seem to dislike fiddling with shields as they are right now, but many others love the challenge of the overlap, myself included. Perhaps include a "flat health increase" mode to the generator that gives a small regenerating health buffer similar to shields in most other games to every block on the ship. This would be weaker overall than the other modes due to its ease of use, but would allow people who dislike the challenge to still have fun with the feature.
As a final note, reduce the power cost of shields and instead put that cost into space. Have shield generators require exponentially more parts to the multiblock to get to higher levels of shielding (1 part for strength 1, 2 parts for strength 2, 4 parts for strength 3, etc.), as well as still requiring some power cost.
