I would like to see the option to burn Fuel over materials for steam boilers.
If you use a large refinery and get that delicious 1:100 conversion from mats:fuel, assuming fuel numbers are identical to material numbers currently, steam would be quite efficient, but only if you put the investment and infrastructure in. This, in my opinion, would be ideal because it'd take you from the 100 or so power-per-fuel to ~1000ppf but only in the long term, and you'd have the option to burn materials and other things in the event of catastrophe.
So the large efficiency is ONLY if you put in the infrastructure and would not be felt by a centralized resource player
So that would be a pretty cool way to people who need it customize their own burn rates
This also leads to emergent gameplay, such as being out of fuel and having to pirate a ship in order to feed your boilers to get home. Due to refinery mechanics, you could get silly efficiency but your refine time would be absurdly long. So you really could just go balls out and get as much fuel per material as you want with catalytic crackers everywhere and a number of refineries, or you could have a frontier refinery where you get less but get more per unit time.
