I have encountered this problem numerous times, especially in my custom campaign, but also on neter:
When spawning in at battle start, blueprints fail to load correctly. Throughout a battle, this results in turrets that are able to rotate freely normally being unable to do so under either ai or player command, weapons fail to fire and will not aim under ai or player command when in said turrets. Broadsiding weapons in my age of sail campaign have also failed to fire and reload at multiple occasions. Batteries are full, but working steam engines under pressure cannot refill them, and electric engines attached to them fail to provide any power (screenshots).
Which designs bug out is highly arbitrary, and varies at random between battles. This happened to me both in neter (campaign and designer) and my imperium CC from which I provide screenshots here of a particularly awfull bugged out battle.
Another feature is that at battle start the bugged designs remain inactive untill the esc menu is opened and closed, at which point they engage normally, but without ability to use weapons and slowly running out of power/not being able to use power. Such bugged out designs maintain their low detail looks even when approached from close, but these once again vanish with an esc double tap.
this issue has been getting more prominent in more recent builds, and appears especially often in battles in my CC.
