The issue appears from the combination of two things: the first being a bug and the second one I'd guess is an undefined behavior which turns the bug into a real issue
The issue is much older than 2.3.0, though not sure exactly how old so I couldn't tag it properly
1) the bug: turbos have a third cylinder mount point for direct cylinder connection
All four variants of turbos are affected, and the extra mount points are all similarly placed.
(see picture for example)
2) the behavior: direct turbos won't consider gas flow for efficiency bonus
Obviously this behavior would never have been known if not for the bug, since by design a direct turbo should not have an input gas flow other than from the cylinder
As a result, instead of up to 3.93 bonus from 30 gas, we get up to 1-1.5 efficiency bonus from 1-4 gas. It can turn a very good engine into junk.
